If a guy randomly gave you flowers and said you were pretty would that be creepy or good?

I got this idea while in the mall today. If I just carried some flowers with me while at the mall, and when I saw an attractive girl just said excuse me I just wanted to let you know you're really pretty and gave her the flowers. Is that a good idea or creepy? How should I follow up on it and if you think its dumb what should I do?
