What do you consider make up?

I don't wear anything on my face except foundation and powder. I don't do it to make my face look clear, but only because my face is oily and this is the only way I have found that helps my face not feel disgusting. I just wondered if foundation and powder are considered make up because I don't think so since it doesn't actually change how you look. I just would like to think that I don't wear make up but I don't know. Sorry if this sounds like a dumb question.
